Server fails to start when there are unfinished indexes on temporary collections

    Description

      In v3.6, if we restart the server while having an active index build on a temporary collection the server will fail to restart. This is because during startup the server will attempt to clear all temporary collections before completing unfinished index builds. However, it is not allowed to drop collections that have unfinished indexes.
