Add a placeholder task that currently no-ops for the commit queue. This task should not be included in one of the required build variants.

As a Server engineer
I want to be able to run the commit queue without any real tasks
So that it I can use the commit queue while minimizing the change of colliding with other merges.

AC:

• A single no-op task is available to be part of the commit queue.
• The task is not part of the required builders.
