When randomBinVersions is set, randomly assign node binary versions for ReplSetTest

      We will pass a randomBinVersions flag as part of TestData to both ReplSetTest and ShardingTest. When this flag is set to True, we will randomly assign a binary version to each replica set member. randomBinVersions will have a default argument set to False.
