Add a sharding_sleepy suite that inserts sleeps in random places and runs the tests in jstests/sharding

      Those tests should not fail due to random sleeps.

      By this I mean sleeps in the server as opposed to sleeps in the tests.

      If this requires re-compiling the server in a different way, maybe a variant would be more appropriate than a suite.
