ttl_repl_secondary_disabled.js should prevent elections

      The ttl_repl_secondary_disabled.js test verifies that TTL does not delete documents on secondaries. Since it is testing secondary-specific behavior, the test should ensure no elections occur, by setting node priorities accordingly.
