Resmoke passes pids of peer mongo* process in TestData

      A "peer" mongo* process is one started by resmoke rather than by the shell itself (via _startMongoProgram) for a particular test.

      Modify resmoke to pass peer mongo* process PIDs into spawned mongo (shell) processes via the existing TestData mechanism.
