This startup boolean server parameter, with a default of false, is intended for development only as we work towards completing SERVER-39239. Previously, index builds were represented by a single createIndexes oplog entry. Eventually, secondary oplog application will begin an index build on a startIndexBuild oplog entry and complete the index build on a commitIndexBuild.
The CI system configuration will also be extended to include a minimal builder with this server parameter enabled.
