Add server status metric for average parallelism per oplog application batch

      This is split off from SERVER-34722 so it can be done after the Oplog Application Tech Debt project. bruce.lucas in that ticket defined this as "Average parallelism for each batch, updated at end of each batch, could be useful: sum of times spent by individual worker threads applying ops divided by total time for batch."
