Add flag to the oplog entry for migration/sharding ops

      Flag operations which are part of a migration, or other background tasks, and not actual user writes. Add a field like "s" (for scope) to indicate if it is part of a sharded operation, like a migrate (for the insert/update on the dest shard, and delete on the source shard). I'd have to think through all the type of ops for a complete list. Let me know if that would help.
