SERVER-27029 did the todo machinery wrong (it has a self-referencing todo, thus shows up in autogen-todo)
Given that the timeout is in a unit test (and evergreen timeouts will kick in well before the specified 8 hours), and that it's years old, I'm fine just removing the todo
