I'm facing the issue "WiredTiger.turtle: encountered an illegal file format or internal value" staring mongo db.

It is a server I have not used in long time so I can not tell what could have happened.

I have seen a lot of issues like this that are resolved by you applying some not documented process to the WiredTiger files and the staring with --repair.
