Skip validate during the rollback fuzzer "restartNode" command

SERVER-42312 made it so this validate call would error, so we can no longer run validate when we may be in rollback.

Alternatively we could make the "validate collections on shutdown" code ignore NotMasterOrSecondary errors when run from the rollback fuzzer's "restartNode" command.
