Make upgrade_downgrade_cluster.js start shards as replica sets

      When upgrade_downgrade_cluster.js start shards as replica sets, it fails when trying to make the old primary to step down  during upgradeMongos. However, the test has existing issues, so should be fixed after SERVER-42982 is resolved.
