Blacklist sharding_with_x509.js and speculative-auth-sharding.js start shards as replica sets

      sharding_with_x509.js and speculative-auth-sharding.js are setting up a sharded cluster using the deprecated flag shardAsReplicaSet, which initializes every member of the cluster as a standalone instance instead of as a replica set. Remove this option and blacklist the tests if needed.
