Update Repl Arch Guide to reflect how the oplogTruncateAfterPoint is set on the primary

      The Replication Architecture Guide has a section on startup recovery (SERVER-44149) that details how the oplogTruncateAfterPoint is used during recovery. It describes how secondaries set this during oplog application. Since this project will cause primaries to set it, we should update the guide to reflect these changes.
