Propagation of APPDATA environment variable never gets executed on Windows

      We added APPDATA env propagation as part of SERVER-42911 to solve problems with python package discovery on Windows. However it appears that due to some parent if conditions this propagation is not always applied per FREE-193324.

      It should be always be applied on Windows platforms.
