notablescan_capped.js should not be run in parallel with other tests

      notablescan_capped.js is a new jstest that sets the "notablescan" parameter, which makes queries fail when there is no indexed plan available. So we should not run this test as part of parallelTester.js, because it can cause any concurrently running tests to fail.
