improve running time of noPassthrough/merge_max_time_ms.js

      As of this commit, the test merge_max_time_ms.js takes over 25 minutes to run in our CI system (next longest running test ns1.js takes about 7 minutes). This affects the overall running time of the suite and inhibits the CI system's ability to run individual test cases in parallel.
