Similar to the checkUUIDsConsistentAcrossCluster() hook, add a hook that runs at ShardingTest shutdown to verify all shards have the same indexes. This hook should be disabled for any tests or suites known to use concurrent conflicting index operations, because they can still lead to inconsistent indexes.
