The fuzzer sometimes generates tests that run waitForFailPoint to wait for a fail point is never going to be hit with a very large maxTimeMS so the fuzzer suites can time out for that reason. So we should blacklist the command from the fuzzer, just like for the configureFailPoint]  command.
