Ubuntu 18.04 package testing task fails to install openssl

      Package testing task for ubunut 18.04 is failing because chef is failing to install openssl on a test instance.
      It's timing out on a prompt to restart services that use libssl.
      We need to install it with DEBIAN_FRONTEND=noninteractive env var
