mongo-debugsymbols.tgz is over 3GB for some platforms

Some tasks need to pull it down and the size causes problems on hosts outside of AWS. It also hit the max request size limit on the notary service and we had to increase the limit to unblock push tasks.

My question is does it have to be that big? Is there something we can do to make it smaller?
