Fix transactions_block_ddl.js to use write concern "majority" for commands run as part of setup phase.

       After SERVER-43018, transaction with read concern local(default) and majority which read at lastApplied, will set the catalogConflictingTimstamp as allDurableTimestamp at the time of opening the storage transaction. And, the allDurableTimestamp can be earlier than the index completion time.
