Add a test to network_interface_integration_test.cpp that attempts to run a command with hedge options which should send a request to an additional node. It should have no delay, and should sleep a short interval on the remote host.

We should use this test to visually inspect that hedging is working, that it doesn't crash the server when run against a standalone and as an early smoke test for later changes.
