We have a decompress distro variable, but we have an override in evergreen.yml called platform_decompress, which is set only on some Windows builders. The effect is to make inconsistent which windows decompressor is actually used.

It appears that there is no longer a need for the platform_decompress setting on master, so we should remove it, in favor of consistently using the distro setting.
