There is a small window during startup (just before setting the local configuration) where a restarting node will respond to an isMaster message as if it has been removed. This means when initial sync connects to such a node it must not consider it a permanent error unless the node has also been removed from the syncing node's configuration.
(I am not sure whether the existence of this window is a bug itself)
