Add helpers for FCV in Mongo shell

      It's pretty unfriendly to try and type db.adminCommand({ getParameter: 1, featureCompatibilityVersion: 1 }) in the Mongo shell.

      It would be really nice to have a helpers like db.getFCV() and db.setFCV("4.2")
