In SERVER-21700 we introduced a parameter oplogApplicationEnforcesSteadyStateConstraints which allowed us to control enforcement of new constraints on steady state parameters, and added for violations when enforcement was not in effect. Once we are convinced that violations do not occur, we should turn on enforcement permanently and remove the parameter and counters.
