Increase local assert.soon timeout to 90 seconds

      There are a few tests that assert.soon on replSetStepDown, which defaults to 60 seconds. Having a 60 second timeout is going to interfere with those tests. We should increase the timeout to 90 seconds to avoid accidental failures.
