When we set FCV=4.2 at the beginning of this test, we will execute a force reconfig on B that increments its version by 1. So B's version will be 2 when we try to reconfig on A with a config of version 2. We can just execute another no-op reconfig on A before we try to add B into the set so that A's config has a higher version than B's.
