Currently, when reconfig happens we are not sure what happens to the in-progress index builds on primary.
And, the other missing pieces is that on reconfig, there should be hook to make sure that we are able to update setComitQuorum command to update the commit quorum value for the running index builds or to verify whether the current commit quorum value can be satisfied for the in-progress index build with the new replica config.
