Add message-strings for TLS

      We should make another pass across the TLS log statements, adding message-strings without substitutions. This will make the JSON log format easier to read for these messages. Where the existing format-strings diverge from the style guide, we should be sure that the new, appended, message-strings have correct punctuation and capitalization as described by our style guide. We should not modify the format-strings.

      We should also ensure that attribute names conform to recently standardized "common" field names in the guide. Specifically, we should make sure we use the attribute name error where applicable.

      Our highest priority is the log level 0 statements. The others will have to be done eventually, but are "nice to haves" for now.
