Remove initial sync patch to allow 4.6 to connect to 4.3 in multiversion tests

      In order to allow multiversion tests to continue passing, 4.6 allows initial sync to 4.3 versions with no local.replSet.initialSyncId. Once the last-stable is 4.4 after the SERVER-46085, that should be removed.
