Do not start an index build if it doesn't exist when processing the 'commitIndexBuild' oplog entry

      After SERVER-46560 and SERVER-46659 are completed, we can clean up the IndexBuildsCoordinator::applyCommitIndexBuild() function by removing this logic as it will no longer be necessary to have.
