Major - P3 The test allows the index build to proceed by unsetting a failpoint without confirming the index build has been signaled to abort.
This can lead to the index build completing successfully, and the test failing here.
indexbg_killop_primary_after_init.js should only let the index builder continue once the abort has been confirmed
