Add server parameter for the ping time threshold for changing sync sources

      The new parameter will be called changeSyncSourceThresholdMillis and will default to 5ms.

      It will provide the threshold between ping times that are considered as coming from within the same data center and ping times considered to be coming from a different data center. The parameter will help us determine if we should change sync sources because another node is significantly closer than our current sync source.
