Remove uassert inside ServerPingMonitor::onServerHandshakeCompleteEvent when in shutdown

      Due to the asynchronous nature of the TopologyListener::onServerHandshakeCompleteEvent, the ServerPingMonitor should not uassert inside the method when it is in shutdown.
