This two flags:

- https://github.com/mongodb/mongo/blob/60ed56e7246f862c5874f6c346d1b1ec6bc948a8/src/mongo/db/exec/update_stage.cpp#L148
are false when erequest->getNamespaceString().isConfigDB(). As result all update on the config db won't be validated and immutable fields won't be checked.
