      Update the sslProviderSupportsTLS1_* functions in ssl_helpers.js for Ubuntu 20.04 since Ubuntu 20.04 does not support TLS 1.0 and 1.1.

      This will fix ssl_alert_reporting.js and ssl_count_protocols.js
