Decrease rate at which log line is printed when TopologyVersionObserver is interrupted due to shutdown error

      This log line will spam the logs at a high rate whenever it is enabled. Currently, they won't show up in evergreen logs but it's probably not meaningful to be flooding the logs with this log message if a user decides to manually increase the verbosity
