Add getAtClusterTime() to DBClientCursor and CursorInfo::methods so shell scripts can retrieve a snapshot read's selected timestamp.

Investigate what other shell changes are necessary. Once the drivers spec for snapshot reads on secondaries is complete, bring the shell into compliance.
