Simplify Resmoke Self-Checks

      • Make a separate resmoke_selftest resmoke suite that calls tests/resmokelib/*
      • Fix or ignore test_multi_js_test_selector_one_group since it takes dozens of seconds to run
      • Remove exclude_files from the buildscripts_test resmoke suite and instead @unittest.skip them
      • Add a single command/script/something that runs all relevant checks on just resmoke code. Checks including resmoke self-tests and linters.
      • Write a quick RESMOKE_README.md file inside the resmokelib that details how to setup and test resmoke.
