Wait on an ongoing shard version refresh or trigger it with a ScopedShardVersionCriticalSection object

Update forceShardFilteringMetadataRefresh:

Remove forceRefreshFromThisThread flag
Remove unused hasAdditionalCatalogCacheForFiltering part
