This tag was intended to be used for tagging log statements that should be logged in the "rs" ramlog (accessible with the getLog command).

But a logging sink that filters on this tag was never setup and this tag is now useless. We have not been consistent in tagging replica set related log statements with this tag so it is better to remove this altogether than adding a logging sink.
