[Windows] Reuse debugger process for processes of same type in the hang-analyzer

      SERVER-46682 adds this improvement for GDB. I couldn't get it to work for WinDbg so we decided to punt on that. Anyone is free to pick up this ticket if you really need the performance increase for Windows and have the WinDbg experience to get it to work.
