In SERVER-46296 we wish to roll many of the ! builders over to --link-model=dynamic. However, our first efforts to do so failed because of the increase in runtime for several tests. Removing that overhead is being pursued in SERVER-48272. However, running patch builds is not sufficient to generate high quality task timing data that incorporates the effects on compilation time, since a one-off patch that converts the existing Enterprise RHEL 6.2 builder cannot use the shared SCons cache.

We can create an ~ Enterprise RHEL 6.2 Dynamic builder that is identical to the existing ! Enterprise RHEL 6.2 builder, and then we can do direct comparisons between the build and test timings for the two.
