Remove the `shardCollection` collation check from the config server

      As part of SERVER-47979, the collation checking, currently performed by the config server, will be done instead by the shard, so it happens under the critical section. For backwards compatibility purposes, though it can't be removed from the config server until 4.6 is released.

      This ticket is to track this removal.
