Document Server-Internal Test Commands Infrastructure

      There are a subset of commands that are only able to be used when a server parameter, enableTestCommands is set. The machinery that makes this possible lives in src/mongo/db/commands/.

      We should document it as a section in src/mongo/db/commands/README.md.

      This is intended to be abstract documentation, describe relationships and state transitions not code in common language.
