Validate repair mode should delete records that fail BSON validation

      In validate repair mode, documents that fail BSON validation should be deleted.

      Note that startup --repair currently deletes corrupt records when performing a collection scan to rebuild indexes. This ticket would move this logic inside validate during repair mode.
