Follow-up from SERVER-39562. Instead of creating a lost and found collection with the prefix "local.system.lost_and_found.[UUID]" we should just use "local.lost_and_found.[UUID]". This simplifies what a user is able to do with this collection once it is created. 

System collections cannot be dropped by default, so this change would allow a user to drop these lost and found collections.
